3-vehicle crash preceded fatal mass pileup in Fla.

The Florida Highway Patrol says there was a three-vehicle crash just hours before a series of pileups killed 10 people and injured 18 others on the same stretch of Interstate 75.

According to the report released Monday, heavy smoke and fog resulted in low visibility along I-75 south of Gainesville late Saturday. About 11:55 p.m. Saturday, a tractor-trailer hit a Toyota in the northbound lanes. A Lexus then hit the back of the truck.

Authorities say a passenger in the Lexus was sent to the hospital in serious condition.

The Highway Patrol closed I-75 and nearby U.S. 441 a short time later, due to worsening road conditions. But the highway was then reopened early Sunday and a series of pileups began around 3:45 a.m., some of them fatal.

'People were screaming'
Steven R. Camps and some friends were driving home on the interstate when they heard "cars hitting each other."

"People were crying, People were screaming. It was crazy," the Gainesville resident told The Associated Press hours later. "If I could give you an idea of what it looked like, I would say it looked like the end of the world."

Some of the road's asphalt melted.

Lt. Patrick Riordan, a Florida Highway Patrol spokesman, described the pileup as "probably the worst one I've seen in 27 years."

Riordan said investigators are still trying to determine how many separate collisions occurred on the interstate.

The pileups happened around 3:45 a.m. Sunday on both sides of I-75. When rescuers first arrived, they could only listen for screams and moans because the poor visibility made it difficult to find victims in wreckage that was strewn for nearly a mile.

"That's a very scary thing when you can't see anything and hear the squealing of tires and don't know if 2,000 pounds of metal is coming at you,? Alachua County Sheriff's Sgt. Todd Kelly told the Gainesville Sun.

At least a dozen cars and six tractor-trailers were involved, and some burst into flames.

Hours later, twisted, burned-out vehicles were scattered across the pavement, with smoke still rising from the wreckage.

Cars appeared to have smashed into the big rigs and, in one case, a motor home. Some cars were crushed beneath the heavier trucks.

Fog bank
Reporters who were allowed to view the site saw bodies still inside a burned-out Grand Prix. One tractor-trailer was burned down to its skeleton, charred pages of books and magazines in its cargo area. And the tires of every vehicle had burned away, leaving only steel belts.

Before Camps hit the fog bank, a friend who was driving ahead of him in a separate vehicle called to warn of the road conditions. The friend said he had just seen an accident and urged Camps to be careful as he approached the Paynes Prairie area, just south of Gainesville.

A short time later, Camps said, traffic stopped along the northbound lanes.

"You couldn't see anything. People were pulling off the road," he said.

Camps said he began talking about the road conditions to a man in the car stopped next to him when another vehicle hit that man's car.

Explosions
The man's vehicle was crushed under a semi-truck stopped in front of them. Camps said his car was hit twice, but he and another friend were able to jump out. They took cover in the grass on the shoulder of the road.

All around them, cars and trucks were on fire, and they could hear explosions as the vehicles burned.

"It was happening on both sides of the road, so there was nowhere to go. It blew my mind," he said, explaining that the scene "looked like someone was picking up cars and throwing them."

Authorities had not released the names of victims Sunday evening, but said one passenger car had four fatalities. A "tour bus-like" vehicle also was involved in the pileup, police said.

All six lanes of the interstate were closed most of Sunday as investigators surveyed the site and firefighters put out the last of the flames.

The northbound lanes were reopened at about 5:30 p.m. The Gainesville Sun reported that the southbound lanes reopened at around 11 p.m. on Sunday.

No sign of lightning
At some point before the pileup, police briefly closed the highway because of fog and smoke. The road was reopened when visibility improved, police said. Riordan said he was not sure how much time passed between the reopening of the highway and the first crash.

A spokeswoman for the Florida Forest Service, Ludie Bond, said the fire began Saturday, and investigators were trying to determine whether the blaze had been intentionally set. She said there were no controlled burns in the area and no lightning.

Bond also said the fire had burned 62 acres and was contained but still burning Sunday. A similar fire nearby has been burning since mid-November because the dried vegetation is so thick and deep. No homes are threatened.

Four years ago, heavy fog and smoke were blamed for another serious crash.

In January 2008, four people were killed and 38 injured in a series of similar crashes on Interstate 4 between Orlando and Tampa, about 125 miles south of Sunday's crash. More than 70 vehicles were involved in those crashes, including one pileup that involved 40 vehicles.

Researchers find cancer in ancient Egyptian mummy (AP)

CAIRO ? A professor from American University in Cairo says discovery of prostate cancer in a 2,200-year-old mummy indicates the disease was caused by genetics, not environment.

The genetics-environment question is key to understanding cancer.

AUC professor Salima Ikram, a member of the team that studied the mummy in Portugal for two years, said Sunday the mummy was of a man who died in his forties.

She said this was the second oldest known case of prostate cancer.

"Living conditions in ancient times were very different; there were no pollutants or modified foods, which leads us to believe that the disease is not necessarily only linked to industrial factors," she said.

A statement from AUC says the oldest known case came from a 2,700 year-old skeleton of a king in Russia.

I?m a little curious, though, how National Pie Day, National Peanut Butter Day, and National Chocolate Cake Day all fall in the same week. I have a sneaking suspicion that the final week of January is right about the time that most folks have felt pretty good about the three weeks of intense dieting and exercise they have done after the holidays. Molten lava cakes are the perfect little cakes to celebrate National Chocolate Cake Day. They require relatively little effort and bake in less than 15 minutes. Even if the cakes collapse into a quivering pool of warm chocolate, I promise you that your guests?will not complain. Cover them with enough ice cream and in one, two, three, swoops of their spoons the cake will be gone.

But if you do want to impress a loved one, you might want a practice run or two to figure out the best results with your oven. If you underbake it, you will end up with a puddle of chocolate (there are worse things). If you overbake, by even a minute, no molten center ? and you?ll end up with more of a brownie cake (again, not a travesty).

Now get celebrating. And keep this recipe handy for Valentine's Day.

Molten Lava Cake
Adapted from Bon App?tit
Serves 4

6-1/2 ounces bittersweet or unsweetened chocolate, chopped (Note: good-quality chocolate chips are an easy shortcut)
3 tablespoons unsalted butter
Pinch of salt

4 large egg yolks
4 tablespoons sugar, separated
2 large egg whites

Preheat oven to 425 degrees F. Butter four 3/4 cup custard cups. Dust with flour, shaking out excess, and set aside.

In a double boiler over simmering water, combine chocolate, butter, and salt and heat. Stir until chocolate and butter have melted and mixture is smooth. Remove upper pot from water and let cool 10 minutes.

Beat egg yolks and 3 tablespoons sugar in large bowl until thick and light, about 2 minutes. Fold in chocolate mixture. In a separate bowl beat egg whites and 1 tablespoon sugar using electric mixer with clean, dry beaters, until whites are stiff but not dry. Gently fold whites into chocolate mixture in 3 additions. Divide batter among prepared cups.

Place custard cups on a baking sheet. Bake until cakes are puffed but still soft in center, about 11 minutes. Transfer baking sheet to rack; cool cakes 1 minute.

Using a small knife, cut around sides of cakes to loosen. Place plates on top of cups. Using an oven mitt or tea towel (the cups will be hot) invert cakes onto plates; remove cups. Serve immediately with a dollop of whipped cream or vanilla ice cream.

Clashes between Tibetans, gov't spread in China (AP)

BEIJING ? Deadly clashes between ethnic Tibetans and Chinese security forces have spread to a second area in southwestern China, the government and an overseas activist group said Wednesday.

The group Free Tibet said two Tibetans were killed and several more were wounded Tuesday when security forces opened fire on a crowd of protesters in Seda county in politically sensitive Ganzi prefecture in Sichuan province. It quoted local sources as saying the area was under a curfew.

According to the Chinese government, a "mob" of people charged a police station in Seda and injured 14 officers, forcing police to open fire on them.

The official Xinhua News Agency said police killed one rioter, injured another and arrested 13.

The spread of violence came after some 30 Tibetans sheltered in a monastery after being wounded when Chinese police fired into a crowd of protesters in neighboring Luhuo county, a Tibetan monk said Tuesday. He said military forces had surrounded the building.

The monk who would not give his name out of fear of government retaliation, and the Draggo monastery could no longer be reached by phone Wednesday.

The counties have been tense for some time, and at least 16 Buddhist monks, nuns and other Tibetans have set themselves on fire in protest in the past year. Most have chanted for Tibetan freedom and the return of their spiritual leader, the Dalai Lama, who fled to India amid an abortive uprising against Chinese rule in 1959.

Many Tibetans resent Beijing's heavy-handed rule and the large-scale migration of China's ethnic Han majority to the Himalayan region. While China claims Tibet has been under its rule for centuries, many Tibetans say the region was functionally independent for most of that time.

"Chinese forces are responding with lethal force to Tibetans' ever-growing calls for freedom," Free Tibet director Stephanie Brigden said in a statement Wednesday.

A man who answered the telephone at the Seda county government office would not confirm or deny the group's account of Tuesday's violence. He would not give his name.

Later Wednesday, phone lines for Seda police and government offices were constantly busy while calls to many other numbers in the county could not be connected.

Xinhua cited a police officer as saying the mob gathered Tuesday afternoon to storm the Chengguan Police Station and that they attacked police with gasoline bottles, knives and stones.

"They also opened fire at us, injuring 14 police officers," the report quoted the officer as saying.

Chinese authorities have similarly blamed Monday's unrest in Luhuo on a "mob" and said that overseas advocacy groups are twisting the truth about what happened in order to undermine the government. The government says order has been restored there after one Tibetan died and four others were injured. It said five police were wounded.

The International Campaign for Tibet says three were killed on Monday, including the brother of a religious leader in a local monastery.

Independent confirmation of the clashes is difficult due to a heavy security presence and lack of access to outsiders.

The United States, which will host Chinese Vice President Xi Jinping at the White House next month, has expressed grave concern at the reported violence.

U.S. Special Coordinator for Tibetan Issues Maria Otero urged Beijing to address "counterproductive policies" in Tibetan areas that have created tensions and threatened Tibetans' religious, cultural and linguistic identity.

U.S. State Department spokeswoman Victoria Nuland said Washington has always been clear with China about its concerns for the human rights of Tibetans and others. She said the U.S. would be "just as clear" when Xi visits next month.

British Foreign Minister Jeremy Browne said the U.K. also was concerned. "I urge the Chinese government to exercise restraint, to release full details of the incidents, and to work to resolve the underlying grievances," his statement said.

Extraordinary Gingrich comeback also vindication (AP)

COLUMBIA, S.C. ? To say Newt Gingrich capped an extraordinary comeback with a South Carolina victory doesn't quite capture what happened.

It was more like vindication.

The former House speaker came from behind to overtake Mitt Romney on Saturday in a state that for decades has chosen the eventual Republican nominee. On the way there, Gingrich triumphed over months of campaign turmoil and at least two political near-death experiences as well as millions of dollars of attack advertisements and potentially damning personal allegations.

He did it by finding his voice and rallying conservatives with a populist defiance.

"The American people feel that they have elites who have been trying to force us to stop being Americans," Gingrich told cheering supporters in Columbia after he was declared the victor. "It's not that I am a good debater. It's that I articulate the deepest-felt values of the American people."

It was on the debate stage that the pugnacious Gingrich arguably revived his presidential campaign, not once but twice in the past year, by giving a tea party-infused GOP exactly what it's hungering for ? a no-holds-barred attack dog willing to go after President Barack Obama with abandon. If Gingrich wins the nomination, his confrontational attitude against all things Obama likely will be a big reason Republicans choose him over chief rival Romney.

Gingrich, a political strategist in his own right who has a knack for understanding precisely what the GOP electorate wants, has aggressively taken it to Obama since the moment he entered the race last spring determined to turn his nationwide grass-roots network of support that he's cultivated for a decade into a front-running White House campaign.

But he stumbled early, including by disparaging the House Republicans' Medicare proposal as "right-wing social engineering" and was all but forced to apologize after the conservative outcry. His campaign nearly imploded over strategy squabbles, with virtually his entire senior staff abandoning him before the summer even began. And he was broke after spending lavishly.

Gingrich spent the next six months running his own campaign on a shoestring. The former college professor used a series of debates in the fall ? and the free media they afforded him ? to show Republican voters his political and oratory skills. Their adoration ended up catapulting him back into contention in Iowa. He vowed to stay positive and focus on Obama ? even as his rivals, sensing a very real threat, went on the attack with a barrage of negative TV advertising.

His rivals and allied groups ? primarily the pro-Romney Restore Our Future political action committee and Texas Rep. Ron Paul ? castigated him for a tumultuous speakership and career in Washington after Congress, knocking him way off course and nearly bludgeoning him to political death.

It turned out Gingrich didn't have the money to respond on TV. And his standing slid as the new year began, and he ended up coming in a distant fourth place in the leadoff caucuses on Jan. 3.

He was but an afterthought in the next state to vote, New Hampshire, where he spent a full week on the attack against Romney while complaining about the beating he took in Iowa on the air. But the cash-strapped Gingrich didn't have money to take his criticism of Romney to the TV airwaves. He seemed completely off his game, losing big in the first-in-the-nation primary state.

Then Sheldon Adelson came to the rescue.

The billionaire casino magnate and longtime Gingrich backer ponied up at least $5 million for an outside group ? made up of former Gingrich aides ? to help put his buddy back in the game. It wasn't long before the group ? Winning Our Future ? was exacting payback on Romney for his allies pummeling Gingrich in Iowa. And the group started raising questions about Romney's time at the helm of a private equity firm, Bain Capital, putting Romney on the defensive for the first time during the campaign.

When the race turned to South Carolina, it didn't take long for Gingrich_ a former Georgia congressman ? to hit his stride. The state had always been a campaign firewall for him. He had visited often, built his biggest staff of any of the first three early-voting states and spent $2.5 million on advertising.

Over the past 10 days, he raised questions about Romney's private business experience while Winning Our Future reinforced the message by financing millions of dollars in South Carolina advertising characterizing Romney as a corporate predator who dismantled companies while running Bain Capital. Gingrich also started working to undercut Romney's strength ? the notion that the former Massachusetts governor was the Republicans' best chance to beat Obama in the fall.

"What you are seeing him doing is convincing people first that he can win," senior Gingrich adviser David Winston explained at one point. "He's in the process of crossing that threshold."

It was his performance in two debates last week that may have helped him seal the deal with undecided Republicans who were questioning his viability as a candidate.

He turned his vulnerabilities ? a comment some interpreted as racist and an allegation by an ex-wife that he had wanted an "open marriage" ? into moments of strength by answering questions about those issues with nothing short of a character assassination on the national media. In both instances, he clearly tickled his conservative audience ? many of whom are skeptical of a media industry they view as left-leaning.

In Myrtle Beach last Monday, Gingrich lashed out when FOX News Juan Williams had asked him if comments he made urging poor minority children to work as janitors were racially insensitive.

"The fact is that more people have been put on food stamps by Barack Obama than any president in American history," Gingrich retorted ? and then turned up the intensity.

His voice rose and he jabbed a finger into the podium as he said: "I believe every American of every background has been endowed by their creator with the right to pursue happiness. And if that makes liberals unhappy, I'm going to continue to find ways to help poor people learn how to get a job, learn how to get a better job, and learn some day to own the job."

The clip became the heart of Gingrich's final television ad in South Carolina, and won high praise from supporters at the barbecue joints and sportsmen's clubs he visited in the campaign's closing days.

But three days later, Gingrich had what seemed like a problem on his hands.

An ex-wife, Marianne Gingrich, did an interview with ABC News in which she said Gingrich had asked her to allow him to have a mistress while they were married. It was unclear how the allegation would play in a Baptist state where many in the GOP electorate call themselves evangelical.

Gingrich ended up using the allegation to his advantage on a debate stage in Charleston, when CNN moderator John King opened the candidate face-off by asking Gingrich about his ex-wife's claim.

"Every person in here knows personal pain. Every person in here has had someone close to them go through painful things," an indignant Gingrich said. "To take an ex-wife and make it, two days before the primary, a significant question for a presidential campaign is as close to despicable as anything I can imagine."

The audience roared and rose to its feet.

Several things also fell Gingrich's way.

Romney's personal wealth was thrust into the spotlight as he stumbled over whether ? and then eventually when ? he would release his tax returns. Gingrich pounced, suggesting Romney may have something to hide that could pose a liability against Obama. Romney also took a hit when the Iowa GOP declared that Rick Santorum, not Romney had won the leadoff caucuses.

Texas Gov. Rick Perry also quit the race two days before the primary and endorsed Gingrich. And evangelical conservatives in the state largely ignored the pleas of national Christian leaders who had voted to endorse Santorum and started coalescing behind Gingrich, the only other candidate in the race fighting over the support of the right flank.

In the end, South Carolina Republican strategist Chip Felkel said: "His supporters were fired up, and it's contagious, especially given Romney's failure to generate that kind of enthusiasm."

The coming weeks will determine whether Gingrich can stay on top this time.

The ACA's Projected 93.1 Percent Insurance Coverage Is Not ...

One thing that really bothers me is the number of people claiming that the Affordable Care Act will bring ?universal health care? to the United States. Ryan Lizza?s makes this claim in his defense of President Obama at the end of his long story in the New Yorker, but he simply the most recent example of this far too common inaccurate statement. From Ryan Lizza:

Obama didn?t remake Washington. But his first two years stand as one of the most successful legislative periods in modern history. Among other achievements, he has saved the economy from depression, passed universal health care, and reformed Wall Street. Along the way, Obama may have changed his mind about his 2008 critique of Hillary Clinton. ?Working the system, not changing it? and being ?consumed with beating? Republicans ?rather than unifying the country and building consensus to get things done? do not seem like such bad strategies for success after all.

Let?s leave aside the issue that health insurance doesn?t necessarily mean health care. Care can still be too unaffordable or unavailable even when one has something called health insurance.

The ACA will not result in universal health insurance in America. According to the CBO and CMS even after being fully implemented there will be 23 million people in the country without insurance. In 2019 if the law is implemented 93.1 percent of the people in country are projected to be insured. That is significantly higher that the 83 percent that would be insured without the ACA but 93.1 percent is by no definition universal.? To achieve universal health insurance that would require another expansion of coverage almost as large as the one that is expected to be produced by the ACA.

It is very possible to achieve effectively universal health insurance, but this law isn?t projected to do that. The adoption of different health care policies, such as single payer, could push the percent dramatically closer to 100 percent.

You can call the ACA many things, health insurance reform, a large coverage expansion, even ?near universal? health insurance; but it is simply not universal health care. That is factually inaccurate and more important hides the fact that as a country will still significantly policy issues regarding coverage and access in the future.

A Century After Scott and Amundsen, Antarctic Still Beckons

I just started teaching my spring classes, and on the first day a student asked me if my work as a science journalist had taken me to any cool places. I said that in 1985 I rode a trolley into a tunnel at the Nevada Test Site in which a nuclear bomb would be detonated the next day. In 1991 I stood at the edge of an oil field whose wells, ignited by Iraqi troops during the first Gulf War, shot huge jets of fire into the sky, which was so black with smoke that I could barely see my notebook. In 2002 I sat in a teepee on a Navajo reservation eating peyote with 20 members of the Native American Church. But by far the coolest trip I?ve ever taken, I said, took me to the South Pole.

The Antarctic has received lots of press lately. Just over century ago, on January 17, 1912, Robert Falcon Scott arrived at the South Pole, only to discover that Roald Amundsen had arrived there more than a month earlier. Scott and his men perished on their return journey, and ironically their failure is commemorated more than Amundsen?s success.

My expedition?compared to those of these rugged explorers, who relied on dogs, ponies and their own muscles for transport?was like a trip to the mall. Together with three other journalists, I flew in a cavernous C-130 military-transport plane from Christchurch, New Zealand, to McMurdo Station, a gritty American base perched on the edge of Ross Island. From the window of our plane, the Antarctic resembled an endless porcelain landscape, through which jagged black mountains protruded. I felt as though I was visiting not just another part of Earth but another planet.

Just a short tramp from McMurdo was Discovery Hut, built by Scott in 1902 during his first expedition to the Antarctic. The inside of the hut, cluttered with crates and cans of food, was eerily well-preserved, as though Scott and his men might burst through the door at any moment. During my 10-day sojourn (which took place in November, when the sun never sets), my colleagues and I were whisked around on snow cats and a helicopter.

Some other memories from the trip: Peering into the smoking maw of Mt. Erebus, an enormous active volcano. Swooping through a canyon in the Dry Valleys so narrow that I kept thinking the helicopter?s blades were going to strike the rock. Standing on an ice floe as a flock of Emperor penguins leaped out of the sea and waddled toward us, eyeing us with curiosity. Climbing straight down beneath the sea ice into a metal tube, through the windows of which I could see Weddell seals gliding through the frigid twilight.

The high point, however, was when a C-130 flew us from McMurdo to the South Pole?s Amundsen-Scott Station, where some 80 people lived and worked in a geodesic dome and other structures. On that day, the Pole was a balmy 44 degrees Celsius below zero (-47 Fahrenheit), almost 90 below (-130 F) with the wind chill. In the photo that accompanies this column, I?m standing next to the sign that marks the Geographic South Pole.

The Pole was also marked by a column, striped like a candy cane, with a mirrored ball mounted on top. Somewhere in my apartment is a hat, which I bought at Amundsen-Scott, bearing an embroidered likeness of that kitschy column. After our plane touched down, my journalistic colleagues and I watched in astonishment as member of the plane?s crew peeled off his jump suit, stripped down to his underwear and dashed around the column; we learned later that this ritual is required for crew members arriving at the Pole for the first time.

The U.S. National Science Foundation now spends more than $300 million a year to support scientific programs in the Antarctic, about $100 million more than when I visited the continent in 1992. This money is well spent, because it is helping us come to grips with riddles about our past and future. Astrophysicists at the South Pole, which has some of the driest, clearest skies on Earth, have sent balloons aloft to measure the cosmic microwave background, the afterglow of the big bang. The IceCube Neutrino Observatory, just constructed at the Pole, could yield clues about the nature of mysterious ?dark matter? thought to pervade the universe.

Biologists probing frozen Antarctic lakes have discovered new species of bacteria, which may provide clues to the origin of life on Earth more than four billion years ago. Geologists pondering ice cores and rocks have deduced that the Antarctic ice sheet, which to my eyes looked eternal, is anything but. During my visit almost 20 years ago, I learned that the sheet has fluctuated dramatically over the past few million years, and some scientists fear that global warming may shrink the ice enough to trigger a catastrophic surge in sea levels world-wide.

The period during which Scott, Amundsen, Ernest Shackleton and others trekked across the Antarctic has been called the ?Heroic Age of Antarctic Exploration.? We still live in such an age, even if scientists?and journalists?no longer risk their lives in quite the way that those intrepid explorers did.

Breast Cancer Before 50 Linked to More Distress - Drugs.com ...

FRIDAY Jan. 20, 2012 -- Younger women with breast cancer may experience a decrease in their health-related quality of life because of increased mental distress, weight gain and other factors, a new study finds.

Decreased physical activity, infertility and early-onset menopause were among the other problems these women faced, according to the report published Jan. 20 in the Journal of the National Cancer Institute.

The findings were based on data from 28 previous studies, conducted between 1990 and 2010, which focused on how breast cancer affects the quality of life of breast cancer patients aged 50 and younger.

The review revealed that overall quality of life was reduced in these patients, and that mental issues were more severe than physical problems, said Dr. Patricia Ganz, director of cancer prevention and control research at the Jonsson Comprehensive Cancer Center at the University of California, Los Angeles, and colleagues.

The investigators also found that younger breast cancer patients were more depressed than women of the same age without cancer in the general population, or breast cancer patients older than 50. Premature menopause, infertility and menopause-related symptoms were more common among patients 50 and younger and contributed to their levels of distress, the findings showed.

Even though exercise rates among younger patients generally increased after treatment, weight gain and physical inactivity were common among these women, the study authors pointed out in a university news release.

The findings suggest that personalized treatment is particularly important for younger women with breast cancer, the researchers said.

"By tailoring adjuvant therapy regimens and giving cytotoxic therapy [such as chemotherapy] only to those who may benefit, we can mitigate some of these side effects, but the long life expectancy for these younger women also provides a window of opportunity for cancer prevention and health promotion activities," the study authors concluded in their report.

German court shoots down Samsung's 3G patent lawsuit against Apple

Germany's Mannheim Regional Court has just issued a decision on one front of the ongoing dispute between Apple and Samsung, ruling against one of the Korean manufacturer's several patent infringement claims. At issue is a Samsung patent pertaining to the 3G / UMTS standard -- one of seven that Apple has been accused of infringing. Today, Judge Andreas Voss rejected Samsung's claim, though the reasoning behind this decision remains somewhat murky. According to FOSS Patents, however, the validity of the patent itself probably wasn't the driver behind Voss' ruling, since any doubts would have resulted in a stay, rather than an outright rejection. FOSS speculates that the court determined either that Apple wasn't infringing upon Samsung's patent, or that Samsung has simply exhausted its IP rights.

In a statement, Samsung said it has yet to decide whether it will appeal today's ruling. "We are disappointed that the court did not share our views regarding the infringement by Apple of this specific patent in Germany," spokesman Nam Ki-yung said. "It should be noted that today's ruling relates to only one of several patents asserted by Samsung in the Mannheim court." We're still awaiting official documentation, and will update this post as soon as we hear more.

Leap second decision is postponed

A decision on whether to abolish the leap second - the occasional, extra second added to the world's time - has been deferred.

Experts at the International Telecommunication Union (ITU) were unable to reach a consensus, so moved the matter to a meeting in 2015.

The US argued at the meeting that leap seconds were causing problems for communication and navigation systems.

But the UK said that the long-term consequences of losing it were great.

An ITU spokesman said that Canada, Japan, Italy, Mexico and France all supported the United States' stance on losing the leap second, while Germany, like the UK, wanted the extra second to stay.

More countries though, including Nigeria, Russia and Turkey, wanted further study.

As a result, the ITU decided that more research was needed to consider the broader social implications of losing the leap second before a decision could be taken.

The ITU suggested that a study group should investigate the issue, before presenting any proposals at the next World Radio Conference in 2015.

It means that for now, the world's time will continue to be linked to the Earth's rotation.

The next leap second is due to be added on 30 June 2012.

Out of time

The leap second was introduced in 1972.

It was added to keep our modern timekeepers - atomic clocks, which rely on the vibrations in atoms to provide a very accurate measurement of time - in line with our slightly less reliable timekeeper, the Earth.

Because our planet wobbles a little on its axis as it spins, it means some days end up being a few milliseconds longer or shorter than others.

This means that over time, the time based on atomic clocks, and the time based on the Earth's rotation drift further and further apart.

When this difference is deemed by the International Earth Rotation Service, which monitors the Earth's activity, to be approximately 0.9 seconds, a leap second is added to pull the two back into sync.

Sometimes a leap second can be added every year, sometimes not for several, with six-months' notice provided before action needs to be taken.

What is a leap second? The BBC's Rebecca Morelle went to Greenwich's Royal Observatory to find out

Those who wanted to lose the leap second said that the one-second increments were becoming increasingly problematic for a vast range of modern navigational and communication systems, such as sat-nav, financial services, air traffic control and the internet.

These all rely on having a continuous and stable timescale, so adding a somewhat unpredictable, one-second increment can be disruptive.

The UK, though, says any problems are exaggerated - and that losing the leap second could cause long-term problems, as the time based on the atomic clocks and the time based on the Earth's rotation would move ever further apart.

Over decades, this would amount to a minute's difference, but over 500 years this could be an hour, and over thousands of years, the Sun could be setting when atomic clocks claim it is morning.

Peter Whibberley, senior research scientist at the National Physical Laboratory in Teddington, UK, who is leading the UK's delegation, said: "This result achieves the UK's aims of securing much broader debate and understanding of the consequences of ending the link between UTC (Coordinated Universal Time) and solar time before a final decision is taken."

There's good news and less-good news about AMD's new A8-3870K Accelerated Processing Unit (or APU). The good news is that it surpasses its predecessor, the A8-3850, in every way (if only slightly),
and provides overclocking features and performance potential beyond what you may think you can expect from a chip with a $135 (list) price?whether from AMD or Intel. But for all the strides AMD has made since it released the previous APU this past summer, the A8-3870K still can't replace a solid CPU?discrete video card combo for even quasi-serious gamers. But it shows that AMD is taking its Fusion product seriously, and thus hints at more good things to come.

Like the A8-3850, the A8-3870K is based on a 32nm production process and contains four CPU cores and a DirectX 11 (DX11)?supporting Radeon HD 6550D GPU with 400 GPU cores (in roughly the middle budget range of AMD's video products, judging by the previous generation's naming scheme). There's 128KB of L1 cache and 1MB of L2 cache available per core, and the APU supports dual-channel DDR3 memory at speeds of up to 1,866MHz. The A8-3870K of course also requires a motherboard that uses the (relatively) new FM1 socket, based on either AMD's A75 (with enhanced USB 3.0 and SATA III support) or A55 (USB 2.0 and SATA II) chipsets.

One important reminder about the graphics system on the APU: If you have a discrete video card installed, the APU will by default function as the boot-up video adapter, meaning any displays connected to a video card won't work until Windows loads the proper video drivers. This can be annoying if you only have one display, but you can toggle this "feature" in the motherboard's BIOS or UEFI settings. Second, the APU lets you access AMD's new Dual Graphics technology to "combine" the power of a discrete GPU with the integrated graphics; but this only works if both your hardware (the video card must be relatively low-end, and if you're only using one DIMM of memory, the whole thing might not work) and software (you'll need the AMD Vision Engine Control Center running) is correctly configured. Make sure your PC meets all the requirements before trying it out.

The biggest difference between the A8-3850 and the A8-3870K is in terms of the clocks. The CPU core on the newer chip has been bumped up from 2.9GHz to 3GHz, though the GPU clock remains unchanged at 600MHz?but both are now unlocked. This means you may overclock them to your heart's (and your PC's thermal) content, independently of each other, to get as much new performance as you can muster. It's also one of the first genuinely compelling reasons we've seen for enthusiasts (or just wannabes) to consider an APU that, by the broader standards of AMD's product line, is not an exceptional performer.

As we said when we reviewed the A8-3850 last year, Intel doesn't have any products that directly compare with AMD's new APUs in terms of overall capabilities. But if you care about raw processing more than graphics, an Intel platform based on chips like the lower-end Core i3-2100 or the considerably more powerful Core i5-2500K will serve you better. At its stock clock speeds, the A8-3870K represents only a tiny increase over the A8-3850; its multicore CineBench R11.5 score rose from 3.46 to 3.55, it took only six seconds less (5 minutes 12 seconds versus 5 minutes 18 seconds) to apply 12 filters in Adobe Photoshop CS5, cryptography throughput in TrueCrypt 7.0 raised from 106MBps to 109MBps, and its score in our full-system Futuremark PCMark 7 benchmark was functionally unchanged.

Video tests showed similarly small increases, with scores rising from 1,024 to 1,026 in 3DMark 11, frame rates increasing from 6.3 frames per second (fps) to 6.4fps in Lost Planet 2, and frame rates not improving at all in the Heaven Benchmark 2.5 (it remained at 5.5fps both times). These were all at basic resolutions, by the way?the Performance (1,280 by 720) preset for 3DMark 11, and 1,280 by 1,024 for the other two?though we maxed up all the details. By reducing the titles' resolutions or turning down the visual effects, you'll be able to get something much closer to playable frame rates, but you'll be making quite a few sacrifices.

This is where the overclocking comes in, right? Theoretically. We're happy to report that overclocking (when the APU was installed in the Gigabyte GA-A75-UD4H motherboard) was a breeze, and being able to separately focus on the CPU and GPU was an enormous frustration reducer. We had very little trouble nudging the GPU clock up from 600MHz to 900MHz and the CPU clock from 3GHz to 3.5GHz, using just a basic air cooler?and AMD tells us that, with more aggressive cooling and fine tuning of voltages, a combo rate of 960MHz/3.8GHz is possible. The A8-3870K offers you a lot of leeway.

But is it worth it? That depends on your point of view. The 3DMark 11 score rose from 1,026 to 1,244, CineBench from 0.90 to 1.04, the Heaven Benchmark from 5.5fps to 6.4fps, Lost Planet 2 from 6.4fps to 7.5fps, PCMark 11 from 2,509 to 2,691, Photoshop times down from 5:12 to 4:36, and TrueCrypt throughput up from 109MBps to 119MBps. (Predictably, load power rose as well, from 134.6 watts to 142.3 watts.) These aren't poor jumps by any stretch of the imagination. But except for those who might be really excited to overclock with such an inexpensive chip, we're not sure they're dazzling enough to set many hearts racing.

Still, the AMD A8-3870K is a fascinating part that shows how serious AMD continues to take the mainstream processor race. Our conclusion with this APU remains the same as with the A8-3850: Though you'll want a standalone video card for any real gaming purposes, AMD's blending of processing and video performance delivers a balance you just can't get from Intel right now. This may change when Intel ships its Ivy Bridge CPUs, which will support advanced DX11 graphics rather than Sandy Bridge's DX10, in a few months. But for now, AMD's Fusion approach is generating the most comforting heat in the midrange market.

ING's New Strategy: No Dividends (The Motley Fool)

ING Group (NYSE: ING - News) will not pay dividends and earnings will not be its first priority. Scary, I know, but don't panic. The bank plans to stick to this strategy till it accomplishes three things -- repay the government, fulfill Basel III norms, and complete the restructuring of its balance sheet. In ING CEO Jan Hommen's words, right now, boosting capital and liquidity are the bank's main priorities.

Let's try to understand ING's short-term strategy and its consequences.

Meet Basel III norms
Under the new Basel III regulations that took effect in 2012, ING will need to maintain a core tier 1 ratio of 10% in order to weather economic storms. Restrictions have been put on the number of risky investments as well. The need to raise a buffer will affect the bank's ability to utilize capital, generate returns, and improve margins.

Repay the government
During the 2008 crisis, ING received $12.8 billion in aid from the Dutch government. Though the bank has paid back a substantial portion of this debt, it still has another $3.8 billion remaining. It had earlier intended to repay the state by May this year, but those plans have been put on the back burner. Until ING manages to shore up its reserves, it won't be able to pay back the state. The bailout didn't come without riders.

One of the conditions set by the European Commission was that the bank will have to cut its balance sheet by almost half to ensure there are fewer risky investments on its books. As long as ING is tied to the government, it can't look at acquisitions as an avenue for growth. It also may not be able to take on risky investments, which otherwise could have garnered higher returns. Thus, the first thing it has to do is restructure its balance sheet.

Restructure the books
ING plans to do this by divesting its global insurance business and shrinking its exposure to debt-ridden countries. It recently concluded the divestment of its Latin American insurance wing for a net gain of nearly $1.26 billion. Next on the auction table could be its Asian insurance arm, which some analysts are valuing at a little more than $6 billion.

When it comes to reducing its exposure in debt-ridden countries, the bank reduced its exposure by some $5 billion last year, but it still has another $2.5 billion tied up in the troubled nations of Greece, Italy, Portugal, and Spain. So there is still a sizable portion of risk on its books.

The takeaway
2011 was a tough year for European banks, and there aren't too many indications that 2012 will be any better. Hommen expects markets to be "difficult" and "volatile" in 2012 as well. He thinks from 2013, ING will be able to maintain a core capital ratio of 10% and also use the excess capital in hand to repay the government. But 2013 is still a long way off and given the sovereign debt crisis, plenty could go wrong.

ING's earnings forecast doesn't look great, and it is also not paying out dividends. Shareholders may not enjoy it, but that may be the right move for the bank in the long term.

Islamist set to be Egypt's new parliament speaker (Reuters)

CAIRO (Reuters) ? Leading Egyptian political parties will back a senior figure in the Muslim Brotherhood's Freedom and Justice Party (FJP) for the assembly's speaker, with another Islamist group and a liberal party taking the deputy posts, an FJP official said on Monday.

The prime task of the new parliament, the first elected since an uprising swept Hosni Mubarak from power last year, will be to pick a 100-strong assembly to write a new constitution.

Liberals fear that sweeping gains by Islamists in elections will put faith-based parties in the driving seat and lead to more religious strictures.

Islamists insist they want an inclusive government and a constitution that represents all Egyptians.

"No political stream or popular group will be eliminated from this political process," said Emad Abdel Ghaffour, head of the Islamist al-Nour party. "The proportional weight of these parties and their competencies will be taken into consideration."

The FJP, which secured the biggest bloc in the parliamentary election, is proposing its Secretary-General Mohamed al-Katatni for speaker, its head Mohamed Morsi said after meeting other key parties.

"The parties meeting today have agreed to respect the popular will that formed the parliament and was expressed in the vote results," Morsi told reporters. "The party with the proportional majority would field a candidate for the parliament speaker post."

Under the agreement between parties which included liberal and Islamists groups, the two deputy speaker posts would go to the Nour party, runners up in the vote, and the party with the next biggest number of votes.

FJP is projected to secure 232 seats, or 46 percent, while the more hardline Nour party, which advocates the strict application of Islamic law, has 113 seats, or 23 percent.

Two liberal groupings, the Wafd Party and the Egyptian Bloc, are projected to come in third and fourth, but the full results of the staggered election that began in November have yet to be announced because votes in some areas are going to be run again.

Wafd, which trailed Islamists in the vote, wasn't part of the deal but said it will decide its position on Thursday.

"We weren't informed of anything and weren't part of any talks," said Wafd's secretary general Foad Badrawy. "The issue will be discussed on Thursday and we will decide."

The Egyptian bloc is an alliance of three liberal and leftist groups.

Members of parliament will choose the speaker and his two deputies when they gather for the first time on January 23.

From the frontrunner:

Former Massachusetts Gov. Mitt Romney used the debate to defend his record as a venture capitalist. Newt Gingrich and Rick Perry, Romney's rivals, have portrayed him as a corporate fat cat whose company, Bain Capital, made a fortune while thousands of employees lost their jobs.

Asked whether the results of Bain's successes show a flaw in the business model or are just the rough and tumble of capitalism, Romney said he believes free enterprise works and ultimately improves the economy.

"Every time we invested, we tried to grow an enterprise, add jobs to make it more successful," Romney said. "The record is pretty darn good."

Releasing tax forms:

Romney said he'd be "happy" to release his tax forms and suggested he would do so around April if he is the party's presidential nominee.

"I've heard enough from folks saying, `Look, let's see your tax records.' I have nothing in them that suggests there's any problem and I'm happy to do so," Romney said.

"If I become our nominee, and what's happened in history is people have released them in about April of the coming year, and that's probably what I would do."

Perry called on Romney to release his tax forms soon, as other candidates had. The public, Perry added, has a right to know how Romney earned his money, adding "We can't fire our nominee in September. We need to know now."

Gingrich on his positive campaign promise:

Romney's super PAC spent more than $3 million in attack ads, which Gingrich said left him the option to either "unilaterally disarm" and leave the race or "at least bring up your competitor's record."

Asked why he was criticizing Romney's success in a way that Democrats might, Gingrich replied:

"I don't think Republicans should allow themselves to automatically be intimidated because every time you raise a question somebody yells, `You are doing something the Democrats will do.'"

Sharp disagreements over indefinite detention:

President Barack Obama signed the National Defense Authorization Act that would allow indefinite detention of some terror suspects. Many civil liberties activists believe the law is unconstitutional.

Romney said he would have signed the law and insisted it was "appropriate" to detain American members of al-Qaida. Romney called membership in the group "treason" and said the U.S. government has the right to impose indefinite detention.

Santorum said a U.S. citizen who is detained as an enemy combatant should have the right to a lawyer and to appeal their case before a federal court.

Paul said holding American citizens indefinitely is a breach of the U.S. judicial system.
