The drought that has hit the United States and other grain-producing nations could be global warming or just a one-season aberration. But while weather fluctuates year to year, global population doesn't. And that means that feeding 9 billion mouths by 2050 will require unprecedented effort.

Cyclical or secular? That?s the question economists, historians, climatologists, farmers, consumers ? just about anyone with an interest in the future, which is more or less everyone ? are trying to answer.?

During bad times, the idea of cyclicality is encouraging. We can ride out hardship because prosperity is just around the corner ? although we also can?t relax when things are looking up because the economy is sure to head south again.?

A secular change, on the other hand, means we?ve entered a new era, which is swell if that era is prosperous and plentiful ? the two-decade ?great moderation? that started in 1985, for instance. But secular change can also mean we get locked into sluggishness and scarcity as far as the eye can see. That?s the worry that has accompanied the Great Recession that began in 2007 and persists in many sectors of the world economy.

The drought that has gripped the agricultural heartland of the United States, Russia, Australia, India, and other food-producing regions of the world in 2012 (see this current Monitor cover story) has a cyclical/secular dimension. If the climate has changed, drought could be the new normal, with big implications for consumers, especially in poor countries. But parched conditions could also just be a bad patch of weather similar to the great droughts of the 1930s, early 1950s, and late 1980s. Tree-ring data indicate droughts even more severe than those in the 1930s occurred in pre-Columbian North America.

If that seems cyclical, there?s still a secular dimension. The 21st-century combination of global population and global trade, as Dan Murphy notes in this week?s cover story, is unprecedented. Never before have 7 billion people lived on this planet (with 2 billion more on the way by 2050). Never before have far-flung markets been so interconnected.?

If droughts merely come and go, feeding the burgeoning world population would be difficult enough. If droughts are a more permanent condition now because the climate is growing warmer, feeding the world will require the best and brightest in agriculture and resource management.

You may not recall the drought of 1988. There was plenty of other news that year ? a US presidential election; the start of anticommunist revolutions in Eastern Europe; a devastating earthquake in Armenia; the explosion of Pan Am Flight 103 over Lockerbie, Scotland. But the ?88 drought at one point covered 45 percent of the US, and until hurricane Katrina it was the costliest natural disaster in US history. A study commissioned by Oxfam indicates that if an ?88-scale drought recurred in 2030, poorer countries that import corn and wheat would face a shock so severe that famine and social unrest would be the result.?

A sharp rise in food prices in 2007-08 roiled populations from Mexico to Sri Lanka and helped set the stage for today?s Middle East upheaval. So far, the drought of 2012 has not caused panic, largely because governments from Egypt to India warehoused foodstuffs for just such a contingency.?

Prudence is important even if Earth?s weather isn?t undergoing secular change. Rains come and go. Years of lean follow years of plenty. But feeding 9 billion people by midcentury is more than a cyclical challenge. It will require levels of innovation and co-operation never before seen in human history.?

Amidst all the exciting chaos from yesterday's events, Canadian availability of Motorola's newfangled RAZR HD were wistfully lost. Fret not, however, as the Google-owned outfit has let it be known that its recently announced 4.7-inch slab will be coming to Canada as an exclusive to Rogers -- not to mention with a slightly tweaked moniker. The RAZR HD LTE -- as it'll be known in Great White North territory -- is still the same unit we got our grubby paws on, meaning you'll have the same 8.4mm thin body, 2,500mAh battery, dual-core, 1.5GHz S4 CPU and, naturally, that trademark Kevlar backing found on the RAZR family. There's no word yet on how much folks will have to shell out once it hits Canadian shelves "this fall," but there is a registration page open for anyone interested in being kept in the loop -- link to that is just down below.

Video games help NASA control robots, rovers

It may not seem like the serious interplanetary science being done by NASA and the?entertainment?provided by video games would have much in common, but a team from NASA's?Jet Propulsion Laboratory says that, more and more?these days, the two go hand in hand.?

During the Penny Arcade Expo?this weekend, a team from?NASA told a packed audience of video game enthusiasts?that the Jet Propulsion Laboratory is not only using game technology to help the rest of us earthlings get an up close look at the latest mission to Mars, but it's also using game tech to?better?control NASA's robots and rovers.

In fact, Jeff Norris,?manager of?the Planning and Execution Systems Section at NASA's Jet Propulsion Laboratory,?says he believes video games are key to how humans will explore space in the future.

"We are using the technology behind games and games as a platform themselves to really revitalize and change the way we are exploring space and sharing it with everyone," ?Norris said.

The Penny Arcade Expo (aka PAX)?is a?convention that celebrates all things gaming and?draws some 70,000 gamers to Seattle each year. The team from NASA -- gamers themselves -- kicked off their PAX?presentation with a demonstration of the new?Xbox 360 game called?"Mars Rover Landing" which, as the name suggests, challenges players to try to land a virtual version of the Curiosity rover on the red planet using a Kinect sensor and the?movements of their body. "This is a pretty big step for our agency," Norris said of the game. "We're embaracing the idea that games have become a really important medium for communicating our mission to everybody."

Norris?and his team also showed off ?other game-like experiences they've designed to give us earthbound explorers a closer look at Mars from the comforts of our own home computers.

The "Gale Crater" interactive experience -- which was created using real satellite data from Mars --?lets players get an an up-close?view of the Red Planet?locale where the rover will spend the years to come.?And those who want to see Curiosity's rocker-bogie?suspension system at work can?check out the "Free Drive" game, which?lets players run a virtual version of the bare-bones rover throughout Gale Crater's terrain. But more than just using games as a communication and education?tool ,?NASA has turned to gaming technology as a means of controlling their robots and even their rovers.

"We're trying to find easier and more natural ways to control robots," explained Matt Clausen, who had been working on an game called "The?Misadventures of P.B. Winterbottom" when he was hired by NASA JPL to work in the Human Interfaces group.?

His team has experimented with the Wii controller?and with the?Xbox controllers and are also experimenting with touch screens to manipulate various robots.

"A lot of money gets invested into video game technologies so we can just piggy back on what they've done," he explained.

Clausen's team has created an experimental Kinect-driven interface?to control the highly dexterous humanoid robot?called?Robonaut (which is?currently living on the International Space Station). At PAX,?Clausen and his team members showed off how the Kinect game camera can read a person's body movements and feed them to the robot which then mimics each of?the same movements one at a time.

However,?"It's one thing to control a humanoid robot with Kinect --?that's an easy no brainer," Clausen said. "So?how can we control a six-limbed?robot that has no head, no direction, nothing very anthropomorphic at all?"

He was referring to the six-limbed robotic rover called ATHLETE (which stands for?All-Terrain Hex-Limbed Extra-Terrestrial Explorer). ?Clausen's?team was?able to map the robot's controls to human body movements using Kinect. At PAX they demonstrated how a person could walk in place to move ATHLETE forward or raise their arms to raise up two of the robot's arms (like a marionette being controlled by a?puppeteer). ?

But perhaps most interestingly,?Norris pointed out that it is the kind of virtual reality experiences that video games offer that could be the future of space exploration.

For starters, he believes that?rovers like?Curiosity ?and robots like Robonaut act like avatars for us humans -- taking us to places we are not well adapted to go ourselves.?He also believes?that building a holodeck (yes the kind found in "Star Trek") is within our grasp.??(If you doubt him, just check out?Project Holodeck and the Oculus Rift head-mounted display projects that are in the works.)

"This is going to revolutionize so many things about our world and the ways that we?work and the ways that we play but also the ways that we explore," he said. "There is, in my opinion, no greater tool for human exploration than an environment like this that can put you on those distant planets."

Norris said it's for this reason he has become passionate about bringing space exploration and the?game industry together to build these?technologies and systems now.

"They will?enable us to enact a vision of ?exploration that's just not been?available?to us before," he said.

Iceland Foods has announced the appointment of Paul Foley to its operating board in the new role of international business director, with a brief to identify and exploit new opportunities to grow the Iceland brand throughout the world. Leaked photo shows Nokia Lumia 920 with five color options

Ahead of Nokia's Windows Phone event, there's been plenty of discussion about the Lumia 920's PureView classification, and though the camera's pixel count remains TBA, we're still getting a few sneak peeks at the upcoming hardware. Yesterday, leaked press photos of a Lumia wireless charging pad suggested that the new phone will be available in yellow and red. Based on a tweet from EVLeaks today, it looks like the Lumia 920 will be available in a few additional shades: white, grey and black. EVLeaks previously tweeted pics of the Lumia 820 in seven different hues, so it looks like we're in for a (ahem) colorful event tomorrow.

Obama in Colorado ahead of US convention

President Barack Obama cranked up campaigning on his road to the Democratic National Convention in the swing state of Colorado on Sunday, as top aides slammed his Republican opponent.

With the election barely nine weeks away, Obama is locked in a tight contest against Mitt Romney, whose campaign has doggedly stood its ground and even upstaged the slick fundraising that swept the incumbent to power in 2008.

The current campaign has been a grinding battle so far for the president: the euphoria of four years ago is a fading memory and Obama will use the Democratic National Convention, starting Tuesday, to seek a fresh mandate.

Obama's current tour of battleground states, dubbed the "Road to Charlotte," in reference to the city in North Carolina where the convention takes place, has underlined the closeness of the race.

His bid for a second White House term hinges on a handful of swing states but the convention is a four-day opportunity for Democrats to dominate the political conversation despite the backdrop of a bumpy US economic recovery.

Obama's supporters will aim to counter Republican claims that, though his 2008 election win was historic, his presidency is a bust.

Obama is in Boulder, Colorado and was due to speak at an event around 1pm (1900 GMT).

In Iowa on Saturday, Obama mocked the discussions at last week's Republican National Convention in Tampa, Florida for promoting a policy agenda dating from the "last century" that was heavy on rhetoric but light on substance.

"It was a rerun. We've seen it before. You might as well have watched it on a black and white TV," Obama joked to supporters in Urbandale.

With the main events broadcast in prime time, the US conventions are a rare opportunity to enter voters' living rooms and, though viewing numbers are on a path of decline, the events remain a mainstay of election season.

Obama will speak in Charlotte on Thursday, when he will also receive the party's official nod to take on Romney, paving the way for a two-month run-in to the November 6 national vote.

Nearly four years after inheriting a nation beset by a financial crisis that occurred under his Republican predecessor George W. Bush, Obama still faces a divided electorate looking for a way out of shaky economic times.

Romney, a former venture capitalist and ex-governor of Massachusetts, used last week's Republican convention to urge voters to give him the chance to turn around the nation's fortunes.

Romney has trailed Obama for much of the race and still lags in swing states such as Florida, Ohio and Pennsylvania, but the Republican's campaign is well-financed and has raised tens of millions more than the president.

Romney's most consistent charge is that Obama, despite vowing to reverse the rise of the oceans and heal the planet, has simply not delivered what Americans care most about: economic prosperity.

"You know there's something wrong with the kind of job he's done as president when the best feeling you had was the day you voted for him," Romney said last week.

Despite the economy -- US unemployment stands at 8.3 percent and 62 percent of voters in a recent CBS poll said they believed their country is heading in the wrong direction -- Obama goes into his convention with key advantages.

He leads or ties Romney in polls of national public opinion and he has multiple and easier paths than his rival through the battleground states that will decide the election.

Obama is also seen as more likable, stronger on foreign policy and more sympathetic to the middle class than his Republican rival.

But the convention in Charlotte is his biggest week on the campaign so far, and it attracts risk as well as possible electoral reward.

On Sunday, one of the president's top strategists, David Plouffe, set the likely tone for the week, telling ABC's "This Week" program that Republicans, if elected, would jeopardize the economy.

"We're going to explain to the American people and the middle class of this country how we're going to continue to recover," said Plouffe.

"If we take Mitt Romney's path, economists have looked at this, the recovery would slow down, we wouldn't produce jobs -- he would give huge tax cuts to people like himself and send a bill to the middle class and seniors."

Almost half of teens with autism bullied: study

New York (Reuters Health) - Close to half of all teenagers with an autism spectrum disorder are bullied at school, says a survey of their parents.

The results, published Monday in the Archives of Pediatrics & Adolescent Medicine, suggest that rate is much higher than the estimated 11 percent of bullied kids in the general population.

Previous studies have found kids and teens who are bullied tend to be more depressed, lonely and anxious and do worse in school than those who aren't picked on, according to the researchers.

That means bullying could make things extra difficult for those with autism, who may already struggle more in school than other kids.

The researchers say the findings suggest schools should target their anti-bullying campaigns toward the more vulnerable populations, such as children with autism and attention deficit/hyperactivity disorder (ADHD).

"I would argue that the bullying interventions that we're using now, if not tailored, are ineffective," said Paul R. Sterzing, the study's lead author from the University of California, Berkley.

He added that the problem may also grow along with the number of kids being diagnosed with autism. It's now estimated that about one in 88 children in the U.S. has an autism spectrum disorder, which include autism and Asperger's syndrome.

Using records from a 2001 survey of 920 parents, Sterzing and his colleagues found that 46 percent of parents said their autistic teenagers were the victims of bullying and 15 percent thought their children were bullies themselves. Nine percent of moms and dads said their kids were both victims and bullies.

While the researchers said autistic children were picked on at a much higher rate than current estimates for kids in general, the proportion who were bullies or both victims and bullies was about average.

Sterzing told Reuters Health that teens with autism and ADHD or those who had autism and were in regular classes were both especially likely to be victims of bullying.

That, however, does not mean kids with autism should be separated from their peers and put in special education classes. Instead, Sterzing said it could mean that regular classes haven't been doing a good job of including kids with autism.

Debra J. Pepler, who researches bullying among vulnerable children at York University in Toronto but wasn't involved in the new study, told Reuters Health there are some strategies that may help reduce bullying toward autistic children.

Specifically, she said classes can create "circles of support," which are groups of children who are educated about a student's condition and able to provide help and support.

She added that it's important to set the expectation for the classroom "that everyone has the right to be safe, and just because someone is different doesn't mean it's OK to make fun of them or bully them."

    Keys Energy worker electrocuted on Big Pine Key

    Deputies say a Keys Energy Services worked was electrocuted as he worked on the roof of a home in the Florida Keys.

    When Monroe County Sheriff's arrived at the Big Pine Key home Thursday night, they found 29-year-old Michael Euliss Jr. administering CPR to his 28-year-old co-worker Joshua Yarborough.

    The deputies climbed onto the roof and took over performing CPR until a rescue team arrived. They used a bucket truck from Keys Energy to bring Yarborough down from the roof. He was taken to Fisherman's Hospital in Marathon where he was pronounced dead.

    Officials say Yarborough and Euliss were on duty for Keys Energy when the incident took place.

    The sheriff's office's major crimes unit is investigating.

    No further details were immediately available.

    (AP) ? President Barack Obama would make tax credits for college expenses permanent and expand Pell grants for students from lower-earning families. Mitt Romney and Paul Ryan would emphasize the need to curb rising tuitions and growing federal education expenditures that are burdening families and the government.

    The different approaches to coping with rising college costs highlight one way Obama and the Republicans trying to replace him in the White House are vying for young voters. Youth voters leaned heavily toward Obama in his 2008 election victory and still prefer him, according to polls, though less decisively.

    Tuitions and fees for four-year public colleges grew by 72 percent above inflation over the past decade, averaging $8,244 last year, according to the College Board, which represents more than 6,000 schools. Student loan debt in the U.S. has hit $914 billion, with the average borrower owing more than $24,000, the Federal Reserve Bank of New York says.

    Democrats are sure to reach for the college vote at the party's national convention in Charlotte, N.C., a week after Obama spoke to students in university towns in Virginia, Colorado and Iowa. Romney was counting on his youngest son, Craig, and the 42-year-old Ryan to court young supporters, campaign officials said.

    In 2008, voters age 18 to 24 sided with Obama over GOP candidate John McCain, 66 percent to 32 percent. A Gallup poll taken in July and August found that same age group preferring Obama over Romney by a strong, but narrower, 56 percent to 36 percent, a margin Republicans would love to erode further.

    Well before the party conventions, both sides had issued proposals directly affecting college students ? and their parents ? coping with those mushrooming costs.

    Obama would let the current $5,550 per year maximum Pell grant increase to $5,635 next year, as scheduled under current law. That figure has grown by more than $900 since 2008 for a program that is the largest source of federal aid for students, serving more than 9 million of them.

    Obama would make permanent the American Opportunity tax credit, created as part of his 2009 economic stimulus program. The credit provides up to $2,500 a year per student for college costs but is due to expire Jan. 1. Renewing it would cost an estimated $13 billion next year alone.

    Obama has also proposed tying some federal aid ? including Perkins loans and subsidies for students' work-study jobs ? to schools' abilities to curb tuition increases. The president's proposals continue "the administration's commitment to keep college affordable for students and their families," said his 2013 budget blueprint.

    Separate plans by GOP presidential candidate Romney and his running mate, Ryan, focus more on containing federal costs.

    In a May paper, Romney argued that even as federal spending for higher education has grown, the costs of attending college and student debt have ballooned. Obama initiatives making the government the direct source of federal student loans, creating the American Opportunity tax credit and boosting Pell grants have not worked, it said.

    "Flooding colleges with federal dollars only serves to drive tuition higher," said Romney's education paper, "A Chance for Every Child."

    It said Romney would improve college access and affordability: "A Romney administration will tackle this challenge by making clear that the federal government will no longer write a blank check to universities to reward their tuition increases."

    Romney would eliminate duplicative federal college financial aid programs, direct Pell grants to "students that need them most" and put the program on a sustainable long-term path, the document said. It provides few details.

    He would also put private lenders back in the business of issuing federally backed student loans, let companies compile data about lending and colleges for consumers and help families save for higher education. The paper says little about how.

    Campaigning in March for his party's nomination, Romney was asked by a voter what he would do to make college more affordable. Romney replied that while it might be popular for him to answer that he would provide students with government money, "what I'm going to tell you is shop around."

    Ryan, the Wisconsin Republican who chairs the House Budget Committee, wrote a House-approved 2013 budget that would let the American Opportunity tax credit expire in January. It would also freeze the maximum Pell grant at $5,500 for the next decade. And it suggests rolling back some subsidies for student borrowers and recent provisions making the grants more widely available.

    Ryan's budget says the Pell grant program ? currently costing about $36 billion a year ? is unsustainable.

    "Urgent reforms are necessary to enable the program to continue as the foundation of the nation's commitment to helping low-income students gain access to higher education," budget documents say.

    Obama also proposed keeping interest rates at 3.4 percent for subsidized Stafford loans for undergraduates. After initial Republican hesitation, Romney endorsed the idea and Congress eventually approved it. Ryan's budget would have let the rates double to 6.8 percent, as was scheduled under previous law.
