Afghan police officer drugs, kills 17 colleagues

KABUL (Reuters) - An Afghan police officer drugged 17 colleagues and shot them dead on Wednesday with the aid of the Taliban, police said, the latest in a series of so-called "insider" attacks involving Afghan security forces and the Taliban.

The attacks have undermined trust between coalition and Afghan forces who are under mounting pressure to contain the Taliban insurgency before most NATO combat troops withdraw by the end of 2014.

The killings, the worst in a string of similar attacks in recent months, occurred at a remote Afghan Local Police (ALP) outpost in the eastern province of Ghazni.

"An infiltrated local policeman first drugged all 17 of his comrades, and then called the Taliban and they together shot them all," the chief police detective for Ghazni, Mohammad Hassan, told Reuters.

Seven of the dead were new recruits still undergoing training, officials said.

The Taliban claimed responsibility for the attack in a text message by spokesman Zabihullah Mujahid.

The rapidly growing ALP program is an American-designed initiative designed to recruit local men as security officers for their area.

The force has been beset by allegations of abuse and widespread corruption.

In September, Afghanistan suspended the training of new ALP recruits following a spate of insider attacks on foreign soldiers.

TBILISI, DFWatch?A new health insurance program became available to Georgians from Thursday. The program is open for citizens from the age of 6 to 60 who have not had health insurance before.

Health insurance for every Georgian citizen was a part of the Georgian Dream coalition?s election program, and was criticized by its opponents. Not many people use insurance services in Georgia. Most people who do, are insured by their employer, but many are not ?used to? use those services.

Opponents of the government?s new program think that a large portion of the population who don?t have health coverage have enough income to get their own insurance, but don?t, because they don?t think it is necessary. Therefore, they reason, it would have been better to popularize insurance services and reduce beneficiaries of this new program to a minimum.

Health Minister Davit Sergeenko told journalists that there are more than two million citizens who don?t have health insurance. According to the latest census data, there are about four million people living in the country, which means that the government insurance program applies to about half of the population. Census data in Georgia are disputed.

The new program offers citizens free visit to a family doctor, and services of USD 9 000 for outpatient and inpatient treatment.

USD 211 million was allocated for the first level health insurance, but the government plans to improve the insurance package from July, 2013.

Children with autism show increased positive social behaviors when animals are present

Feb. 27, 2013 ? The presence of an animal can significantly increase positive social behaviors in children with autism spectrum disorders (ASD), according to research published February 20 in the open access journal PLOS ONE by Marguerite E O'Haire and colleagues from the University of Queensland, Australia.

The authors compared how 5-13 year old children with ASD interacted with adults and typically-developing peers in the presence of two guinea pigs compared to toys. They found that in the presence of animals, children with ASD demonstrated more social behaviors like talking, looking at faces and making physical contact. They were also more receptive to social advances from their peers in the presence of the animals than they were when playing with toys. The presence of animals also increased instances of smiling and laughing, and reduced frowning, whining and crying behaviors in children with ASD more than having toys did.

Previous studies have shown that people are more likely to receive overtures of friendship from strangers when walking a dog than when walking alone, and similar effects have been observed for people holding smaller animals like rabbits or turtles. The authors suggest that this 'social lubricant' effect of animals on human social interactions can be particularly important for individuals with socio-emotional disabilities.

According to the authors, the ability of an animal to help children with ASD connect to adults may help foster interactions with therapists, teachers or other adult figures. They add that animal-assisted interventions may have applications in the classroom as well, saying "For children with ASD, the school classroom can be a stressful and overwhelming environment due to social challenges and peer victimization. If an animal can reduce this stress or artificially change children's perception of the classroom and its occupants, then a child with ASD may feel more at ease and open to social approach behaviors."

Researchers identify 25 human proteins that may be crucial for HIV-1 infection and survival

Studying HIV-1, the most common and infectious HIV subtype, Johns Hopkins scientists have identified 25 human proteins "stolen" by the virus that may be critical to its ability to infect new cells. HIV-1 viruses capture many human proteins from the cells they infect but the researchers believe these 25 proteins may be particularly important because they are found in HIV-1 viruses coming from two very different types of infected cells. A report on the discovery, published online in the Journal of Proteome Research on Feb. 22, could help in building diagnostic tools and novel treatment strategies to fight HIV infection.

When a new HIV particle emerges from an infected human cell, it wraps itself in membrane and proteins from the host cell, effectively disguising itself from the immune system's sentinels. Scientists believe that some of these proteins are specifically "chosen" by the virus in order to enhance its ability to survive, while other proteins may be just randomly caught up in the viral packaging.

"Human proteins incorporated into viruses could potentially be used to find, and selectively kill, cells harboring HIV, but the problem is that HIV can steal hundreds of different proteins unique to each cell type that it infects, leaving too many targets for researchers and drug companies to chase after," according to David Graham, Ph.D., the senior author of the study report and assistant professor of molecular and comparative pathobiology at the Johns Hopkins University School of Medicine. The new research, he says, narrows the target pool to a small number of proteins that may be most important for HIV infection and survival.

HIV infects several types of cells throughout the body, most notably CD4+ T-cells and macrophages, both major parts of the immune system. Graham and his team suspected that a comparison of human proteins incorporated into HIV particles from different cell types could lead them to the human proteins important to the virus' disease activity.

After isolating HIV-1 particles from lab-grown human CD4+ T-cells, Graham and his team used powerful protein sequencing and bioinformatics tools to identify all of the associated human proteins. They then used the same bioinformatics tools to re-analyze protein content information from HIV-1 particles isolated from lab-grown human macrophages, data previously published by another group of researchers.

With the help of sophisticated computing, the team identified 279 proteins taken up by HIV-1 particles from one or the other cell type. Of these, only 25 were shared by viruses from both cell types.

One protein the research team identified that could be particularly important to diagnosis and treatment is CD44, because it appears to be the only one of the 25 capable of binding to other cells. It helps the viruses attach themselves to sites of inflammation. Graham suggests that "this makes a lot of sense for a virus that likes to infect T-cells and macrophages because both types of cells migrate to sites of inflammation to help out. Little do they know that HIV viruses are lying in wait."

Despite tightening restrictions on campuses, study finds medical students still receive free meals and gifts

Boston A first-of-its kind national survey of medical students and residents finds that despite recent efforts by medical schools and academic medical centers to restrict access of pharmaceutical sales representatives to medical trainees, medical students and residents still commonly receive meals, gifts, and industry-sponsored educational materials. The study was completed by a team of researchers led by fourth-year Harvard Medical School student Kirsten Austad and Aaron Kesselheim, M.D., J.D., M.P.H., an internist and health policy researcher in the Division of Pharmacoepidemiology and Pharmacoeconomics at Brigham and Women's Hospital and is scheduled to publish online this week in the Journal of General Internal Medicine.

"In medical school and residency, as trainees are learning the fundamentals of their profession, there is a need to ensure the education they receive is as unbiased as possible," said Dr. Kesselheim. "However, it is well known that promotional information and gifts from pharmaceutical companies can encourage non-evidence-based prescribing. Though many institutions have tried to insulate trainees from these effects, trainees' exposure to industry promotion is still quite high."

The surveys were completed by a randomly selected subset of more than 2,000 medical students and residents representing every medical school in the United States. Students answered questions about the frequency of their interaction with pharmaceutical representatives, the types of gifts pharmaceutical representatives gave them and whether they thought these interactions affected their learning. One-third of first-year students and more than half of fourth-year students and residents reported receiving industry-sponsored gifts. A majority of students reported that pharmaceutical industry interactions provided them with valuable education, even though a majority of students also acknowledged the interactions opened them up to bias. Additionally, a majority of students supported measures that would further reduce access of industry sales representatives to trainees.

"Medical schools and academic medical centers need to continue to work on separating students from industry promotion at this highly impressionable time in their professional development," said Austad. "As an alternative, medical schools should provide students with more education about how to interpret clinical trials and ways to approach evidence-based prescribing so trainees can learn to critically evaluate industry promotion when they become practicing physicians."

Negotiations over Iran nuclear program conclude

ALMATY, Kazakhstan (AP) ? A Western official says the latest round of talks between world powers and Iran over Tehran's nuclear program have ended.

It was not immediately clear what, if anything, was resolved in during the two days of negotiations that ended Wednesday.

But Iranian state TV reported that technical experts for each side will meet in Istanbul in coming weeks to discuss the latest proposals.

Iran's top negotiator, Saeed Jalili, and EU foreign policy chief Catherine Ashton were expected to talk to reporters later.

The Western official spoke on condition of anonymity because he was not authorized to brief the media.

This week we had 60 new APIs added to our API directory including a programming article search, a retrieval, and rating service, an international shipping service, a business operating information service, a home buying service, a consultation and engagement service, a social messaging service and a biodiversity event information retrieval service. Below are more details on each of these new APIs.

27 Seconds Knowledge Base API: 27 Seconds is a full-service graphic design and development firm. Knowledge Base is a section of their website that contains snippets of code, links, and general ideas that are useful when programming. Site visitors can view all the contents of Knowledge Base in a list, or they can search Knowledge Base for specific information. 27 Seconds provides a SOAP-based API that allows users to search, retrieve, and rate Knowledge Base articles programmatically.

Bongo International API: Bongo aims to help with International Cross Border eCommerce transactions by both Consumers and Businesses. Bongo services 95,000 International Consumers and over 3,000 Businesses globally with a team spanning 3 continents speaking 12 languages. WhoisXML Brand Alert API: The service provides search for domain names either newly registered or newly available to be registered matching a particular string over a specified time period. It highlights domains using words or character strings of interest within the .com, .net, .org, .biz, .mobi, and .us top-level domains. It is intended to spot registrations similar to a company's brand name or any trademarks it maintains.

API methods support submission of one to four terms to match and a time limit (either start date or number of days in the past) with a maximum of 12 days prior to the current date. Methods then search for domain registrations or drops with full or partial matches across the most common top-level domains.
